This tool is currently
in test. All users are encouraged to check it over and see if
it performs well.
The purpose of the tool is to help assessors and advisors determine
who would be the best person in a couple to adopt the claimant
role in a HB/CTB claim.
The functions in the tool are based on the guidance in circular
A11-2008. The most relevant Paras (i.e. those that led to
functions within the tool) are:

Age Criteria
The calculator
has two modes related to age:
» Both
people aged under 18
» At least one person aged 18 or over
For the under 18s the personal allowances differ in assessment
phase (all cases) and in the main phase (if person not on ESA
is the claimant).
There are
no functions for claimants aged 60 or over as Circ A18 states that these cases
should be dealt with under the HB (SPC) regs which do not recognise
ESA aside from being a type of income.
Thanks
to everyone who has contributed to the development of this tool
by posting suggestions and corrections. These have been incredibly
useful in getting the tool to take account of all variations
in circumstances and have also prompted some improvements in
the way the calc is filled in.
